Important Deadlines for Prospective Vendors
Bid Timeline

Intent to Bid & Compliance Submission | June 27, 2025 | Contractors must submit all required documents to Flint Hills Resources. |
Bids Issued | August 4, 2025 | Official bid packets will be sent out. |
Bid Submission Deadline | September 5, 2025 | All bids must be submitted by this date. |
Awards Announced | October 31, 2025 | Selected vendors will be notified. |
Construction Start | Q1 2026 | Expected project commencement. |
Contractor Pre-Requirements
NOTE: Contractors are expected to submit any required documents and notify Flint Hills Resources of their ability to meet these pre-requirements by 6/27/2025.
- Operator Qualification Program (OQ): Contractors are required to have an account with an applicable OQ Service Provider. Approved third party OQ Service Providers are Energy World Net (EWN) and NCCER.
- Substance Abuse Program: Contractors must have a Substance Abuse Program and be registered with National Compliance Management System (NCMS) to monitor on behalf of Flint Hills Resources.
- Operations Contractor Management Program: Contractors are required to review and confirm their ability to meet the requirements outlined in the program document.
- Welding and NDT Requirements: Contractors performing Welding or NDT services need to meet the requirements of Flint Hills Resources Welding Manual and API 1104 21st Edition.
- Safety Requirements: Contractors are required to fill out attached Pre-Qualification Form and submit to Flint Hills Resources as evidence of their ability to meet the safety qualifications of an A-Grade.
- MBE/WBE Certification: Contractors required to provide a copy of their Certification with Expiration Date clearly noted.
- Service Agreement: Contractors required to review the Service Agreement language and Flow down Addendum language. As a note, language in the Flow down Addendum must be accepted as is.
